OVERVIEW:
Services Oriented Architecture (SOA) is an architectural design approach promoting flexible interoperability between systems spanning firewalls and organizational boundaries. Fundamentally, SOA is closely related to Enterprise Architecture and requires model driven understanding of the business and information architectures of an organization.
As business processes are decomposed into functions, composite services can be identified which through reuse of proven implementations will lower total cost of ownership. SOA facilitates enterprise information sharing and data quality, which through business intelligence will provide more accurate and responsive decisions.
CASE STUDY:
Background:
Typically the Army's Planning, Programming, and Budgeting (PPB) organizations have operated independently, and as a result the legacy systems developed over time have limited connectivity which preclude the efficiency of Army PPB business processes.
Business Challenge:
Our clients, the Program Analysis and Evaluation Directorate (PAED) and Assistant Secretary of the Army Financial Management & Comptroller (ASA FM&C) are focused on transformation projects designed to position the Army for growth and development, to improve its processes and services, and to avoid unnecessary costs. Their stated objectives were to:
Our Solution:
Definitive Logic in partnership with Northrop Grumman has provided an Enterprise Architecture and Services Oriented Architecture (SOA) approach to Army PPB transformation. By combining top down strategic analysis of the linkage of Army PPB into the Army Business Transformation Agency (BTA) Business Enterprise Architecture (BEA 5.0) with horizontal linkage to relevant financial accounting architectures, our team has established a traceable framework to guide reengineering of the 23 legacy systems.
We used capabilities based engineering to identify the business and enterprise services and develop the roadmap to transition from the legacy baseline to the target architecture.
