Definitive Logic (DL) is proud to support the US Army Corps of Engineers (USACE) Construction Engineering Research Laboratory (CERL) to advance the Army’s Facility Investment Analytics (FIA) capabilities. An update on evolving capabilities was made by Louis (Buddy) Bartels, Ph.D., P.E. (CERL) and Carrie Heishman (DL) at a recent USACE/CERL Sustainment Management System Virtual Summit. This summit empowers federal leaders to make data driven decisions regarding their assets.
Army operates in a complex asset environment – a large portfolio footprint geographically dispersed at installations across the world. These diverse assets are managed by several land holding commands and support a variety of missions. FIA is a critical tool that advances the Army’s ability to prioritize asset requirements. FIA integrates asset data from various systems (e.g., condition, mission dependency, and quantity data) to support portfolio analyses and
conduct advanced what-if scenarios based on macro budgeting or other criteria.
The session highlighted how the Army is utilizing FIA to standardize its requirements generation process, improve communication and increase transparency at multiple levels (installation to headquarters) and across the landholding commands. In addition, this tool is used to gain a better estimate of their critical requirements and more closely align their priorities with mission needs from an enterprise perspective. Deployment of FIA is part of a much larger strategy to improve overall Army Installation Asset Management capabilities.

Buddy is part of the data analytics group that does research on the VTIME, FIA, and other data analytic lines of effort. He also manages CERL-hosted BUILDER implementation projects for various federal agencies such as DLA, DeCA, DoDEA, USDA, and VA.
