ABIDES

Built on 1970s technology the Automated Budget Interactive Data Environment System (ABIDES) was laid to rest in 2021.  The Air Force attempted this transformation 3 times previously in the past 20 years!  

After 49 years of trying to retire/replace the Air Force’s ABIDES system, a program using 1970s mainframe applications, Definitive  Logic was able to successfully sunset this legacy database on 31 Dec 2021.  The new Program & Budget Enterprise System (PBES) went live January 2022 and now vastly improves and automates the building of the Department of Air Force’s $200B+ annual Presidents Budget submission.

The new PBES solution is built on a modern Oracle Hyperion framework integrating enterprise financial and operational planning processes and Oracle OBIEE’s business intelligence tools to improve mission predictability.  The Air Force, for the first time ever, is now able to integrate and automate its long-range 30 year resource allocation plan (RAP) and near term FYDP Program Objective Memorandum (POM) with positive impacts to aircraft inventory, flying hours and manpower.

RAPIDS

The legacy Resource Allocation Programming Information Decision System (RAPIDS) was originally sentenced to death in FY14.  It was not until SAF/FM & AFLCMC PEO-BES partnered with Definitive Logic using Agile methodology that RAPIDS permanently visited the Legacy Graveyard in Dec 2021.

Beginning in 2017, Definitive Logic worked in collaboration with our close partners at CACI, Kearney & Company and Oracle to design and configure PBES – Program & Budget Enterprise System making use of a commercial-off-the-shelf financial planning suite.  DL successfully migrated 50 years’ worth of historical data from their legacy systems and loaded all of it into modern Oracle interface for all reporting and analysis

We are proud to announce that the Air Force built its FY23 Program Objective Memorandum (POM) and the Deputy Assistant Secretary for Budget (SAF/FMB) completed its submission to OSD using the new PBES platform.  DL delivered significant ROI:  1. Improved Decision Quality 2. Enhanced Collaboration and 3. Streamlined the PPBE process by eliminating checks & balances required of older technology and introducing automated reconcilliation services.

ETT – Enhanced Trade Space Tool

Analyzing scope, time and cost tool a huge leap forward when the ETT legacy tool was buried in 2021.  Building data-driven projections were enhanced by fielding PBES’ Oracle OBIEE tools, enabling the Air Force to quickly and more accuratly understand the full effects of any acquisition or divestiture decisions.  

PBES supports advanced “what-if” budget scenarios allowing the Air Force to utilize resources more efficiently while responding to the information needs of OSD, OMB, and Congress in a timely manner. 

PBES brings leading-edge financial management and analytics capabilities to the Air Force resource allocation process.  Our primary customers are the Air Staff, Major Commands (MAJCOMS), and any organizations involved with budget & plannings submissions.

DHS – FYHSP Database

On March 9th 2020 the Department of Homeland Security (DHS) Planning, Programming, Budgeting and Execution (PPBE) OneNumber system went live for DHS Headquarters and Components replacing the antiquated and fragmented Future Years Homeland Security Program (FYHSP) database.      

Together with our partners at Applied Computing Technologies, Kearney & Company, and OneStream Software, beginning in April 2018 we worked with DHS OCFO using Agile to deploy the OneNumber system in under 2 years.  Prior to the new system implementation, DHS used 3 separate applications to complete their resource allocation plan (RAP), budget formulation, budget execution, and performance management.  

This solution represents the first Federal system to seamlessly integrate all PPBE processes into a single, consolidated Commercial-off-the-shelf (COTS) Corporate Performance Management (CPM) platform.  DHS has successfully: 1. Submitted their Resource Allocation Plan (RAP), 2. Modernized DHS Performance Measures management and report, 3. Automated OMBJ workflow & Budget Book buildout.

NAVY MSC Budget Preparation System

The Navy’s Military Sealift Command sentenced BPS to death in July 2019 and Definitive Logic acted as executioner for an outdated technology that lacked the flexibility and functionality required for efficient management, advanced analytics, and agile budget/POM preparation. 

The Navy used BPS to formulate, review and produce teh MSC budget and Program Objective Memorandum (POM) for its portion of the Navy Working Capital Fund (NWCF) and Transportation Working Capital Fund (TWCF) budgets.  The Oracle Hyperion implementation centralizes these efforts into a seamless integrated workflow providing confidence and transparency to its customers.

Oracle’s Hyperion solution integrates the user interface, back-end database and workflow seamlessly.  MSC now conducts management reporting for ship statistics, direct and indirect costs, estimated inflation rates, fuel prices and historical weights to be input and calculated within the system.  MSC is able to calculate total annual ship costs and provide daily billing rates to its customers.
